I am an Indian citizen. My LC is pending but should be approved shortly. My wife is also an Indian citizen but born in Dubai. I have heard that one can apply for I-140 through ones wife in the rest of the world category (even though she is an indian citizen, but born outside India). Is this true or am I hearing things? Any help will be appreciated.
