Apply for I140/485 w/o lawyer

Need a help for a friend.

My friend's salary just got cut by 15% compared to his LC. His LC is approved two months ago.
Problem is that his lawyer said he is not qualified to apply for 140/485 because of his lowered salary. His company will probably soon be bought by another company. Can he file his own 140/485 without a lawyer? Is there anywhere I can refer to get all the filing information?

Either he can apply or ask him to consult some other Lawyer. Salary cut should not be a problem. Attorney might be pin head.

So, can he apply his green card 140/485 himself? esp. 140. It seems like it's more complicated. Well, of course, his company is willing to apply for him, sign all the necessary signature, all he will do is to fill the form. Is this the right way to do this?
Has anybody done this before?
 
since the company is willing to provide all the paper work for I140
better to hire a lawyer. why don't you contact Mr Khanna.

He is pretty good from what hear.. but he is not my lawyer

Although he can fill up the I-140 form for him self there are certain issues, which can be handled only by experienced attorney. There is no substitute for Good attorney. Issues like ability to pay the salary or educational issues, there are so many.
