Apply for Green Card of Spouse : Both outside of US

Hello All,
My daughter is a Green Card holder currently living in UK and has a re-entry permit. She got married to a UK citizen last year and both will be in UK until mid or end of 2027 to complete their education. Can she apply for a Green Card for her husband while she is living in the UK ? Where will she need to submit the application ?
 
Thank you for your response. So i conclude that she can apply even though she is currently living out of US and working in UK ? Correct ?
 
She can petition (I-130) no matter where she is.

But after the I-130 is approved, and it goes to Consular Processing, they will need the I-864 Affidavit of Support from her, which will require that she be domiciled in the US, or plan to re-establish domicile no later than when he immigrates.
 
Thank you that clarifies. When exactly does Consular Processing begin ? After the I-130 approval ? or when the petition is forwarded NVC ?

The petition will be forwarded to NVC after I-130 approval, and only then will they ask for I-864.
