Apply for EB2(NIW) from Canada

Hi,
I have a PhD in Chemistry (from Penn State) and did post-doctoral work in Cancer research(in the US). I am currently at the University of Toronto.
My question is can a person apply for EB2(NIW) from outside the US. I think I can show evidence that it would be in national interest. Would it be better to come back to the US and then apply.
Any help and experiences would be appreciated.

you can apply from outside the US. it makes no difference on the chance of approval. However, make sure to also file for consular processing rather than adjustment of status once the I-140 is approved.
 
Gunt is right. you can file from Canada or anywhere else. You will do Consular Processing. Just keep in mind that support letter writers (at least) some should be from US (unless like they are all Nobel Laureates from the rest of the world).

I asked a lawyer and he told me that it could not be done from outside the US.
I have another question while doing a self-filing. In the I-140 form, there are two sections, one for the person filing the petition and the other for the person on whose behalf the petition is being filed. In the case of self, I assume that I fill out both sections with myself. Also there are sections for prevailing wages etc which I assume are not to be filled out because you do not require a job offer.
