I have a friend who applied for her GC in 1999 and it was approved in Dec. 2002. She has still not received the actual green card. She has been told by her lawyer to keep applying for an EAD card and parole visa every year. She has been doing this for 3 years now and wanted to know if she could go to one of the USCIS locations and stamp her passport. Her approval letter does not state that she needs to come in to get her passport stamped. Can she still go to a local USCIS office to get her passport stamped? Have the laws changed with regard to this issue from 1999?
