Applied for spouse, any mistake made?

Writing on behalf of my friend.

My friend got DV visa on 2011, came USA the same year.
Later he got married on 2013, and once returned applied for his spouse on 2013 August, through a lawyer.

It has been now more than two years, and his wife only received the first letter two or three months ago.

Can anyone tell me, does it really take two or three years to get visa for spouse?
 
Spouse of a permanent resident is in the F2A category, which has a wait of 1-2 years for visa numbers. It doesn't matter how long the petition takes to approve, as long as it's less than the wait for visa numbers, because you need both petition approval and visa number availability before you can get an immigrant visa.
 
You need to know when was the priority date, then look at the visa bulletin to see if the priority date is current for your country of origin. Based on that do the math
 
Well as per the December 2015 bulletin, the current cut-off date for spouse category is June 2014.

The priority date was somewhere around August 2013. So am I missing anything here? What is that cut off date used for? For receival of first letter or for scheduling interview appointment? If for appointment then it looks like my friend's wife has missed something. Any solution?
