Application Timeframe and Processing Time

As of the end of Jan 2008 I would have had my Green Card for 5 years. Can I apply right now (early Jan 2008) or do I have to wait for the 5 years to finish?

Does anybody know how long it is taking to get citizenship in the Baltimore area?

Yes you could apply now. In fact (if you received your GC based on employment) you can apply 90 days before your 5 year anniv.
As to how much time it could take is anybodys guess at this moment. You can keep monitoring the processing times for the Baltimore DO (uscis.gov) and come up with a trend yourself. There will b monthly updates to the date. Not certain how the pre "price hike" surge is going to affect the processing times of the individual DOs.
 
I guess 90 days rule is for everybody not only GC based on employment. Look at you GC and the date says "residence since" add 5 year and subtract 90 days and that is when you are eligible to apply for N-400.
