Application of Naturalization was denied

On March 28th, my wife passed the exam. But the decision was pending due to the tax balance. She stated in the application that we owned some tax and currently under payment plan. The officer said she have to pay down the balance under $2,000 to be accepted. She has 90 days - until June 27th to provide requested documents. She submitted 5-year tax transcripts; April statement with$16,000 balance and May statements with $1,000 balance left on May 15th. Now she got a denied letter due to she still owns $16,000 on May 31th. They must miss read/place the May statement. Moreover, they offer her to fill out the form N-336, Request for a Hearing. Its fee is $650. We are frustrated with this process. Can she request the office to review the provided documents without filling out the form N-336? Please advise. we are happy to answer more in details. Thanks so much in advance.
 
My 2 cents: Consult a lawyer asap. This forum is probably not for such involved cases. The burden to proof anything is on you not them. Also, USCIS makes a lot of money in fees, that is a cost to enjoy benefits of this land, there is no way around it :(, so try to make peace with it.
