Application for 2nd re-entry permit

situation: I have a green card. I have been living outside the U.S. for almost 2 years with my 1st re-entry permit. The re-entry permit expires in Q4-2013. I want to apply for a 2nd re-entry permit to continue living outside of the U.S. for 2 years.

Questions:

1. Do I have to return to the U.S. to mail in the 2nd re-entry permit application, or can this be mailed in from outside the U.S.?
2. When should I start the application process for the 2nd re-entry permit?
3. Can I submit a copy of my current re-entry permit with the new application (with comment "set to expire")? Or is it mandatory to submit the current re-entry permit with the application?
4. To return for the biometrics, how do I re-enter the U.S. without the permit, if I have attached it to the new application?
 
1. You must be in the US when applying for the reentry permit, including when USCIS receives the application.

2. Whenever it's convenient for you, as long as you return to the US before the current permit expires and you're in the US when submitting the application.

3. If the existing permit is unexpired, you're supposed to submit it with the new application, otherwise it may be rejected or they'll delay the case until you send in old permit.

4. You won't need the permit to enter the US for biometrics. You must be in the US when filing the application, and biometrics is 3-5 weeks later so you don't need a permit for that 3-5 week gap.
 
about #4, I plan to leave the U.S. for the 3-5 week gap, and return for the biometrics. So how will I enter the U.S. to return for the biometrics, since I have submitted the current re-entry permit for the new application?
 
You will only need the permit when you enter the US right before applying, because at that point in time you would have been gone for over a year. But after you leave the US for 3-5 weeks after submitting the application, you can simply return with your green card. You don't need a reentry permit for a 3-5 week trip.

Hi Jackolantern, about #3, if I have a valid permit in my hand, in order to get a second permit I just need to mail back USCIS along with my new application, it should be ok right?

Yes, as long as you're in the US when you file the application, and show up for biometrics a few weeks later.
