Appeal for the I-140 denial, can I apply for H1 renewal?

My I-140 was denied and now I file for the appeal. I got the receipt
from USCIS. With this receipt, can I consider my I-140 is pending and file for my H1 renewal (8th year)? My current H1 is going to expire after several months. (Note: I filed my Labor Cert. at least 1 year ago) Am I qualified for the extended H1 renewal for the "pending" I-140?

Which company do you work for ?You can file your H1B extension by providing the appeal receipt with the H1B extension application

Can anyone tell me where to get the recipt number after filed MTR ? I filed last week and so far I did not get anything !!!! Thanks
