I am going and coming back through FrankFurt - Germany . My H1 visa expired and I am using Advance Parole.

Do I need Transit Visa while coming ?

Yes. You would need a Transit visa for both Going & Coming theough Frankfurt. Following is an email exchange between me and German Embassy:

Dear Mr. XXXX
in this case you need an airport transit visa. You have to submit your
application form in person. Please bring the following Required Documents:
- fully completed application form and required declaration
- two passport photographs
- valid national passport and one copy
- original of valid US alien registration card or valid US visa (type A, E,
F, G, H, I, J, L, O, R) and one copy.
- confirmed airline ticket to final destination (My onward flight from
Germany is "open".) and one copy
- visa for your final destination (if required) and one copy
Please note: In individual cases, you may be required to provide additional
documents.

guys, why do u need transit visa if u r going to stay inside the airport?

u need visa only if u want to exit out of transit area in airport.
same rules apply for all countries irrespective of u have US visa
or AP.

I had a different exp regarding this . I am in Atlanta and my friend got a email similar to the one above from german embassy in SF. So I applied for transit Visa in Atlanta German Embassy and they declained it saying you do not need transit visa in case you have AP. I went there personally and showed them the letter my friend got from SF german embassy and they still insisted no Transit visa is required and in their words " Lufthansa Airlines knows about AP rules and they do not ask for transit Visa'. I asked for a letter from embassy sayiing I donot need a Visa and they charged me $25 before giving me a letter(Transit Visa only costs $18 :) ). Never had any problem during travel any where no one even asked me for the letter. Looks like it depends on the airport where you are flying from (My thinking is bigger airports like Atlanta know about the AP and smaller Airports like denver are asking for transit visa)

Not sure how you consider yourself to be 'in transit' only, with an 'open' ticket - in other words, you do not have a confirmed flight out of Frankfurt immediately after you get there from your previous connection? :D

You probably need a full fledged visitors (Schengen) visa...

What purpose u needed transit visa? did u plan to enter inside germany?

Germany, UK and France are asking that you have a Transit Visa so that you can "Transit" through their countires (Frankfurt, London and Paris airports). This visa will not allow you to go outside the airport. To go outside you need a Visitor visa. All though, this is a requirement according to these embassies, there were instances where people were allowed to go through these countires without the need for Transit visas.

But if I were you, I would get a transit visa to go through any of these airports. Especailly after 9/11, things can get really tricky, if the officer at the airport is not in a good mood.

Another option is to go through Amsterdam. This airport does not need a Transit visa. They still need visitor visa if you want to go outside the airport.

Here is what I found on this website
http://www.germanembassy-india.org/en/willkommen/visa/schengen.html

E. Transit Visa

For a transit visa, the white form is required to be provided free of charge at the visa counter or to be downloaded from the website. Two recent passport-size photographs of the applicant have to be attached to the form.
Please note:

Applicants for transit visa must have a valid visa for the country of final destination and, if applicable, other visas necessary to travel from Germany to their final destination.

Travellers who do not intend to leave the transit lounge in/at a German airport also require transit visa, unless they have a valid visa for one of the EC countries (non-Schengen-countries), Switzerland, Canada or the U.S.A
