AP RFE Question

I’ve received RFE letter with strange request: they need me to sign photocopy of I-131. Apparently, photocopy of the form is not included for some reason. It is strange because I filled it online and it should not require signature. There is another strange thing: they need new photos from me but letter states that digital photos are NOT acceptable. What does it mean? I didn’t find any studio in my area that is still doing film photos. What should I do?
