I saw the following when I checked the status of AP Renewal online. Does one of you know what this means?

On April 5, 2004, the document we made based on the approval or registration of this case was mailed directly to the person to whom issued.

I haven't received anything yet.
 
Does it mean approved?

I am trying to understand what the actual status is when you see this in case status online.

Does this message mean AP renewal is approved?
