AP Question

I got my Advance Parole documents today in the mail. They sent me 3 sheets and only 2 sheets out of them had my photo affixed. The third one does not have a photo on it. Is this common or is this a kind of mistake by the INS ? Please clarify.....

My dates :
RD : 10/25
ND : 12/03
EAD : 12/15
AP : 1/16
Waiting for FP.

Applied from PA and reside in NJ. EB3 from India.
