AP is pending for more than 5 months

I have applied for my AP renewal on 2nd February and have not received the AP yet. I open two queries and still nothing. I need to go on business travel in few weeks. Last year I had the same situation and they refused to give me emergency AP.
Could anyone advise what should I do?
