AP & EAD of dependent

I have got my EAD & AP approved 8 months back. In September I got married and applied my wife's AOS. Until then my wife was on F1 visa. I am waiting for my wife's AP & EAD's approval. My question is: does USCIS approve her EAD & AP before approving my I140? Are they interlinked? Is there any such rule saying her AP & EAD can't be approved before my I140's approval?

There is no such rule. She might get her EAD/AP before your I-140 approval.
