AP / EAD/ 485 - Processing bodies

Hi,

Are the folks involved in processing/ approving AP, EAD and 485 the same ? Do they have access to the same info database?

I have seen that on my spouse's application the AP gets denied for a reason and still the EAD gets approved (almost simultaneously)...

That confuses me a bit - aren't these guys looking at the same set of information?
