AP Delay due to paper not being available

Recently, U.S. CIS Service Centers encountered delays in processing routine advance paroles due to
insufficient quantities of security paper on which advance paroles are printed. The insufficient supply
of security paper was caused by the need to re-brand U.S. CIS’ basic form stock with the Department
of Homeland Security logo.
In response, on January 15, 2004, the U.S. CIS arranged for additional printing of security paper using
the old INS format for forwarding to Service Centers. As a result of the delays, one Service Center has
indicated that advance parole applications affected are a priority and will be processed upon its receipt
of the security paper.
