AP before I140 approval

I filed I140(NIW)/485/AP on April 24 in NSC. My AP was approved on July 31 with I140 still pending. Some people told me that is because I140 was internally approved. Is that true? Anyone in the boat?

I haven't got any REF yet. I wonder how long it takes for NSC to send out REF?
