AOS with chronic disease

Hi!
I know this is NOT the place to ask this question, but i don't know where else I could find an answer. Since I used to be active on this forum before hapving my GC approved, here I am.
A friend won the diversity lotery, went to the interview and didn't get the visa because he needed some more documents.
On of the problems is that he has diabetes, I think he's insulin-dependent, and the consular officer asked him to come with explanation of how the treatment will be paid in the U.S. He's comig to California.
Now, this seems lilke a complicated task and I don't know how to help him.
Anyone has ANY idea what he should do?
I've heard the situation is pretty bad with diabetes in this country, but I wonder if his diabetes precludes him from becoming a PR.
