AOS & Police Certificate Clearance

Hi all,
I begin to prepare all the required documents to sponsor my husband for a GC (I am a US citizen) and I am a bit confused about the police clearance certificates. On the official USCIS website it says that he should submit one, however on many other immigration-related websites it says that there is no need to submit any certificates if the applicant goes through the AOS process.
Can you please clarify?

If the applicant is filing through a US embassy/consulate he needs police clearence certificate, but if the applicant is already in the US and filing AOS the applicant does not need a police clearence. when he applies they will run back ground checks on him.. anyway good luck!!
