Any suggestions would be greatly appreciated.

My wife and I had our interview in the end of March. At the interview we didn't take our 1040. The officer told us to mail it in, which we did a few weeks later. Since then, we haven't heard anything and it's been almost 4 months since our interview.

Is this normal?

It's not normal but pretty common. When I had my interview I didn't have my birth certificate on me, so the IO told me to send it by mail which I did. I got my approval two months later, but the real reason for delay was the name check.
What did the officer said? Was your 1040 the only thing holding your approval? Was your name check compeleted at the time?
I suggest you call the misinformation line, or make an infopass.
