Then tell them you cannot present a legal presence document and ask what type of DL you should apply for. People in Illinois who can't present a legal presence document and who aren't eligible for an SSN can get a TVDL. But you do have an SSN, so that does not apply. So which DL are you supposed to get? I suspect it's a standard DL, but I am not sure, so let them tell you. (And starting January 1, 2024, even people who aren't eligible for an SSN can get a standard DL, but I digress.)The thing is that once you are there and they see your license is "limited/restricted", it seems their system requests them to provide an EAD or permanent resident card, and they then issue the DL that matches the validity on that card. State government don't care about federal government. They should acknowledge people with granted asylum do not longer require a work permit... but that's how it works
