AOS and Special Registration

Do people with pending marriage based AOS (I-485/I-130/AP/EAD) need to go for the Special Registration ? Thanks in advance.

YES. They only non-citizens excempt are Permanent Residents, asylum seekers and diplotmats. You have to be a full fledged PR, or just a pending one.

This is true, with one exception : if you have entered using AP, then you are considered a "parollee" and is not subject to Special Regsitration. This is smewhat bizarre, but true - refer to the following AILA document for further info:
