Anyone with denial for related engg degree

My company has a labor from previous employee with 2003 PD. The labor requires a Bachelors in Computer Science or Engg related and 5 years exp. I have a Bachelors in Civil Engg. Will this be a problem with I140 substitution with NSC? Has anyone got denied because of this. Please let me know
 
UnitedNations, seems like you have better knowledge about I140 related issues, Can you let me know if the LC requires CS or Engg Rel and if I am a Civil engg graduate is it valid.
