May be they are missing a copy of your husband's previous H1 papers.

May be he is talking about I-94. Did your husband had all his I-94 at the time stamping? Did he do the stamping?

My husband had done his passport stamping. But the officer told him that he needed send his H-1b approval notice to VSC. He had I-94 form and EAD card and travel document with him when he did stamping.
