Anybody knows how to make CIA FOIPA for DV-AOS?

Hi, All,

I am stuck in DV-2004-AOS. According to USCIS, name check is stuck (for very long already).

I know that there are FBI, IBIS and CIA name checks involved.
I think I need to make FOIPA request to CIA.
Anybody has experience with FOIPA request to CIA? I feel somewhat unsure if it is worth doing.
