Anybody can tell me if my husband need to register or not?

Hi, anybody know or has similar case as my husband\'s?
He got GC after 26 yrs old. But before he got F-1 and then H-1.
1)Will he need register the selective service? I am not sure if H-1 is the non-immigrant status.
2)if he need NOT to register, should he still need to get the "status information letter" when apply for citizenship?

It is very important since he lost I-20 and H-1 information. Your advice will be greatly appreciated.

But is it mandatory to present the letter during interview since he lost H-1 and I-20 information which sss ask to provide?
