Any one who got RFE even if PD is not current ?

I am trying to figure out if they normally would send out RFE even if the PD is not current but would be by next month .
PD 9/98 ND 11/99 EB-3 FP 3/01 India

There are many people who got RFE before PD current. INS does not look at PD when they send RFE, They only go by ND. look at myladoor\'s
tracking list you can get an idea of how may have got RFE\'s without PD current.
