Any one from NJ or NY with RD between 07/01 and 07/12 got approved ?

While assigning files for I-485 processing, do they consider state (of the employer or state of residency) apart from PD, RD and FD dates? The reason I am asking is bacause there are some approvals with RD between 07/01 and 07/12. Most of them are from other than NJ or NY
Does it mean something? Any comments....
