Cincinnati still does EAD. They do not take walk-ins any more. You send your application by mail to Cincinnati office and they will send a letter in a few days telling you when to appear for photograph and will give make the EAD card while you are there.
Cincinnati office is no longer processing EAD applications since April 2003. They will return your application and will ask you to send the papers to Nebraska office.
Also send proof about your 140 approval. Lots of RFEs are being generated asking for 140 approval notice. If you are not primary applicant, send your spouse's notice with it.
