Yes, but atlanta office did not give us emergency AP. I had to go to congressmen offices and got it in 2 weeks.
Atlanta Ins Office is really worst, they are not trying to help, in fact they boldly told that E AP cannot be issued in LOCAL INS office as they have received orders from Washington, BUT the other(2 weeks back) day, my friend went to NJ Ins office and got his E AP.
