RD: May 1st. ND: July 13th. Called IIO on friday(22nd) and was told that i will have to wait for another month before i get to hear something about my case since there are processing April 01st cases

What is the reason?
Could someone please let me know as to why are cases are pending. Is the INS processing our cases on the basis of ND(July). I got the impression after speaking with an INS officer on Friday.
