Hi all,
If I have a valid F-1 visa stamp in Passport, and got an H-1 approved, can I mail my passport to state dept. for H-1 stamp in passport or is this not possible anymore?

The other question is that I heard that 3rd country visa processing has been stopped after 9-11, is this true? Any experiences?

I would appreciate any information or links I can check out,

It was only possible if you have expired H1 visa stamp. In that

case you send your passport to get new H1 stamp. But not in your case and I am 100% certain in your case that its not possible. After 9/11
there was stoppage of visa in canada/Mexico but they have re-started again. I have posted such news from Shusterman\'s e-mail service
in other folders (e.g. J-1 visa folder) on this forum.
