Any idea on what basis they are approving 485 cases?

Just a simple question if anybody can reply, appreciate it alot..

On what basis is INS approving the 485 cases... is it based on the earliest RD or ND or PD?

THE TREND HERE SHOWS THAT INS IS PROCESSING APPLICATIONS OF I 485 ARE BASED ON NOTICE DATE OF I 485 APPLICATIONS RECEIVED IN THEIR OFFICE OR SERVICE CENTER, HERE I SEE SOME PD\'S DATED AFTER ARE GETTING CLEARED AND OVER RIDING THE OLD ONES, THIS IS MY STRONG FEELING AND GUT OPINION, IF I AM WRONG PL CORRECT ME.......

The key to this answer can solve many mysteries. Overtime, we have come to the following conclusion ...

Sequence ...
1. Luck
2. Receipt Date (may be Notice Date)
3. Luck
4. Priority Date
5. Luck

We have come across ample number of cases where RD + PD has not been considered. There are still cases of RD=Nov\' 99 pending.

Some other variables are Country, EB category, Finger Printing, RFE, complicated cases and INS Officers.

I am sure even INS can not answer this. Even if they provide one, we can always find several cases that don\'t fit such an explanation.
