Any Idea Abt the Pilot Project in VSC

When Going thro the CSC Saw some posting that EB2 applied in Apr '04 approved (Both I-140 and 485) cause of the Implementtion of Pilot Project. Does anything of that sort exists in Vermont Service Center?

My ND (1-140 and 485 concurrent) is June 25,04 and got my EAD, AP Approved on Jul 21,04. So Just curious to know abt it.
