Any approvals from last week of Dec 2003?

My Labor Certification was sent to Iowa in the last week of Dec 2003. As of Feb 2004 they were still processing cases from Dec but no approval yet. Has anyone had LC filled around the same time and got approval from Iowa SESA yet?

Also, the DOL processing times reflect the date when they started working on LCs from the given month. Does it indicate that DOL has finished working on all cases from the previous months? How long does it actually take them to approve LC (in case there aren't any problems, RFEs)?
