Any advantage of clearing State labor in BEC Q

I have filed from Iowa in Sep 2004. There is no possibility of the state labor being cleared. The case most likely has been forwarded to Dallas BEC.
I wanted to know if the state and federal cases are treated equally in the BEC. Or if the Federal cases have any advantage over the state ?
