ANswered NO instead of YES for ARREST for Domestic Violence but not charged

A person was taken by police on domestic violence situation.Police collected the finger prints. prosecutor denied the warrant to police and refuses to submit to court and realeased without any citation or charge ,he is free from any charge .After an year the person files for his I-485 and in the PArt 3. item 1(b)he slected NO it should be YES.After reading a post in the immgration tracker he goes to the police station and came to know that there is an arrest card in his name. Because he was not charged and arrest warrant denied the records department returns the arrest card and finger prints to this person. records clerk at the police department was kind enough and ran a records check at three levels for 1.STATE 2. ALL STATES 3.FBI.And all the three searches did not report any records on this persons .Mean while this person got his EAD, AP and FP. His and his family members EAD and AP are renewed.Now after reading in the forums and enquiring with the police department though there is no record associated this person is worried whether this will affect the I-485 processing.
He is worrried not providing the correct answer for the question in PART 3. Qestion 1(b).What do you suggest for this person.

As he police dept itself had no arrest record, probably it wll not show up in USCIS enquiry too. But sometimes stange thing happens and suddenly some record pops up from somewhere. If USCIS finds something, probably they will call for interview. If so, he needs a written record police dept specifying that there are NO record. Also, he needs to tell honestly that arrest was denied and he interpreted it as "no arrest". That's why he put "NO" in 485 application.
