Yes. You can. You will need a TIN from IRS in lieu of SSN for your husband. If you can't get the TIN before last filing date, file for extension by April 15 to avoid any penalties. If you owe any taxes, you must pay that amount with extension filing.

Spouse is always declared as a spouse not a dependent. For example your children under 18 are considered dependents. File as "Married Filing Jointly" and you will get higher deductions and lower taxes.
 
I concur with nkm. Only thing to note is that if you already do not have the ITIN for your husband, you will have to apply while filing for the return.

IRIS does not just issue ITIN anymore without reason.
