Is it the PD or RD that is used for determining what they process has remained questionable. But the latest trend indicates that it is the PD that determines whether they work on your case or not...as far as the RD/ND goes it becomes important for people waiting for long time to start an investigation. This is especially true for those who responded to RFEs. etc.
Yes every center processess according to priority date but for those not stuck by retrogression or those whose cases who were and they can now be ajudicated because the visa numbers are at June 2002; the center is working on cases up to they say Jan 2003.
That being said my case has a receipt date of Dec 24, 2003 and my priority was Sept 2002. I am not from a retrogressed country. SO go figure why mine and many others were approved recently.
