Another Birth certificate question

I apologize in advance for this one but I could not find the information based on past threads.

The date of birth on my passport and my actual date of birth is off by a month. I got a "non availability" certificate indicating that the local government office did not have my original 3 years ago. Can I submit this along with a couple of affidavits from parents/immediate relatives in lieu of the original birth certificate? I was born in 1979 at India, not sure if that makes any difference.

I want to know how can i change date of birth in my birth certificate because it has misprinted but all my document has a original one, so i want to change in my birth certificate
