An option to CP even having opted for AOS?

I've read in another forum that it is now a standard procedure that BCIS sends all approved I-140s to NVC, even though you have specified AOS on your I-140, then NVC will send you a letter asking whether you want to go for CP. If this is true, this is another way to switch from AOS to CP without filing I-824. Can someone confirm?

I don't think this is the case, it is the other way around. If you ask for CP option you will get a letter from NVC to confirm that you would like to do CP instead of AOS. Applicants living in US are assumed to do AOS unless they specify and confirm CP as their option of choice.

At least this was the case until recently and I have not come across and changes in this so far.
