Nonsense..
That report says (according to the INS): It used to take 33 months and now its less than 15 months.
Absolute nonsense- I started my application in Feb\'98 and I still don\'t have a decision made on it. Another bs- it definately takes longer than 15months even now to have a decision made on your GC!
(Maybe they\'re excluding the time it takes for Labor Certification! But even then, these times are nonsense- because I did RIR which took just over 3 months!! and that too almost 4 years ago!)
INS = Worst run government agency
IRS = Best run government agency
Bottom line still is that I wouldn\'t mess with the IRS.
