An analogy for the July bulletin fiasco:
For most company the IT department is given a yearly budget to buy equipments and extend support contracts and software licenses. 3 months before the fiscal year 2007 ends, the IT manager realizes that he is $20,000 under budget (good job!). But, this doesn't look too good because the CFO may decide to lower the budget for next year.
The IT manager then tells ALL his staff that they have a UNLIMITED budget and that they should go crazy. iPhones, daily socks for iPod, Wii, PS3, pool tables, blade servers, laptops, HD projectors, flat screen monitor, you name it.
The staff when WILD, spending full 2 weeks on the phones getting quotations from every vendor. However, on the first day the PO are supposed to be cut, the IT manager announced that he had, working overtime last Saturday and Sunday, spent the $20,000 on ergonomics mouse and mouse pads.
The staff collectively replied "We've been F*@#%".
