am I subject to the HRR/212(e) requirement?

Here's my situation: I will be attending a private university (as my sponsor), using a scholarship from that university and personal funds. I am from Canada. My degree is not medical in any way. All this shown on my DS2019.

1. Is there any way I could be subject to HRR?
2. Does Canada grant "no objection" in almost all cases?
3. Do border officials easily/often make mistakes?
4. Are border officials at airports or ground less likely to make an error?
5. Are advisory opinions final and recorded? Will border officials be aware of an advisory opinion? If you bring the advisory opinion to the border, must the border official yield to it in checking off your DS2019.
