Am I qualified for CP in Montreal?

Hi, friends, I am a Chinese citizen and I opted for CP in Guangzhou.
I am also a perminant immigrant of Canada. I just heard that I can do
CP in the US consulates in Canada since I have Canadian PR status. Is
that true?

Is Montreal the only US Consulate that can process CP in Canada?
