Am I eligible for 20K Quota? Please Answer.

I completed Masters in Computer Science and graduating on May 6th 2005.University gave me letter of completion ,but transcripts will be available by mid june.Right now I am on H4 Visa.

Can I apply for 20K Quota?

I donot have work experience,Is MS and B.Tech (from India) sufficent?

Please clarify me.Thanks in advance.

How come you are not on F1? MS is sufficient.
