Alternative form of Govt ID in India for OCIs?

Good day fellow OCIs!

I am wondering if Govt of India issues IDs for OCIs?
It sucks to pull out Passports and OCI booklet
every time to prove my ID in India. Then, it
attracts curious and more scrutiny (uneccessary) of
my docs delaying things altogether and sometimes
incurs more demand of RS or may be even US $$s.

I also want to drive my car in India
(yep, I love the chaos, and the thrill of each vehicle almost scraping against one-another ;-).
How can I get a license? What docs do I need?

As a proof of address, I have to depend on my parent's.
Parents are glad to help, but in how many can I
get them fill a form and take xerox copies of their
IDs, docs, PAN etc??.. Yep, it sucks!

I look forward to some (hopefully) realistic solutions.

I think it is easy to get a Driv lic , which can serve as a photo id. So try to get this first. I actually have my election card and PAN card also, both of which are photo ids but not sure if I can use the former anymore and I never used them for id purposes ever.

For proof of address get a utility bill in your name or even a bank statement will do. Open a bank account just to get the proof of address at least.

The US passport as photo id is a bad idea, people look at you as a ATM once they see it. Plus you don't it to get lost carrying it everywhere.
