Already applied I-90 in 6 months ago and now got a letter to file I-90 again

On friday I got a letter from TSC asking to file an i-90. I had already applied in July 2005 and it is being processed by TSC (It was transferred from VSC in Nov 05). Does any one have idea as to why they are asking me to file an application again?

I had applied in july 05 after not getting card (waited for it for 8 months and never received it). I have the receipt number also.
I have been waiting for my card since then and now I get this letter.

This is just my opinion of what happened to your application (anyone, please correct me if I’m wrong):
Ok, since you're from Maryland, MSC forwarded your I-90 application to VSC. VSC is the one that supposed to handle and process your I-90 application, but since you applied for reason “b”: authorized card was never received, they forwarded your application to the Service Center that processed your very first green card (the one that you didn't received). Try checking the Service Center in the Welcome Notice you received when you became permanent resident. Was the Service Center TSC? If it is, then probably TSC checked their records and, upon reviewing, they've asserted that they've indeed sent you the first card in the mail. If you didn't get the first card and USPS never returned it to USCIS or never reported it to them as undeliverable, then it's probably the case of "lost in the mail". In that case, maybe you have to send another application and pay for the full replacement fee (the $260??). Maybe, just maybe, that’s why they’re asking you to send another I-90 application, because they’re waiting for the full payment before processing your application, or perhaps they’re implying reason “b” doesn’t apply in your case. You’ve already paid for the Biometrics fee (since you applied in July 2005, before the rules change), right? Did you get the refund for that in your 1st application? If you didn’t then maybe just pay the remaining fee, send them the new application form along with the photocopies of all the receipts and notices you’ve received (and evidence that you’ve already paid for the Biometrics), and add a letter explaining your case (having to wait for 8 months for the card that never arrived). By the way, have you already asked the National Customer Service Center for some clarifications regarding your application?

Thanks a lot for the response. It was a good analysis. I too think that's what has happened with my case. In the letter that was received from TSC, they have mentioned to specify a different reason for replacement ('Card stolen, etc'). But my concern is they are telling this after so much waiting. I had applied with reason 'b' because the local office (Baltimore) had suggested to do that way.

My passport stamp is going to expire in july. I am planning to travel to india for 2/3 months. Can I get passport stamp again for one more year?

Yes, you can do that by scheduling an infopass appointment to your local ASC to renew the stamp in your passport, though I think you will have to bring/show an approval notice of your new I-90 application. If you still have the approval notice of your previous application, maybe you can show that along with the receipt of your new application (or maybe any other letter/notice from USCIS that pertains to the current status of your I-90 application) to get a new passport stamp.

I went to local office yesterday and they too have suggested the same. Also they can stamp only once i apply for i 90 again. The officer has suggested to file i 90 before leaving for india, otherwise she said i may have problem at POE while returning even though i have a valid passport stamp. Is it true?

Yes. Since the green card is also machine readable, the CBP officer at POE will just have to check the green card and verify your PR status at the counter, but since you only have the temporary I-551 stamp in your passport to show for your PR status when you return from your trip abroad, CBP officer may ask you to step inside the immigration office and wait for a while as they check and verify their system for your PR status. Also, CBP officer may ask you at POE for the reason of not carrying the actual green card, and it is usually a good thing to have an evidence to show you have applied for the card replacement (I-90).
